The main responsibilities for this position are:

To provide the Organization, Contractors and Sub Contractors an incident free workplace utilizing the Company HSE Management System both onshore and offshore, in drilling and production in the region, thus reducing injuries, downtime, insurance cost increases, penalties, monetary fines and future liabilityTo maintain an HSE Management System in accordance with Regulatory Requirements, ISO 14001, ISO 18000, and Existing Orders/Policies and other applicable international standardsTo develop and to maintain a Country Specific HSE Management Systems in accordance with Country Specific Regulatory requirements, standards, protocols and conventionsTo provide training for the company HSE Management System in the region, Office Induction, Behavioral Based Safety, etcTo develop and Provide an Emergency Response System, training and conduct drills for all areas in the regionTo identify and assess risks, develop and provide operational controls to mitigate and/or eliminate those identified risks resulting in successful planning and exceptional performance, operational cost reduction of all operations in the company's assetsTo conduct due diligence audits of assets being considered for acquisition, identifying existing environmental conditions/long term liability issues that can save the company money and avoid long term litigation, these audits may provide powerful negotiating tools for various assets prior to purchaseTo ensure the company's region is compliant with Federal and State Regulations and Laws as well as international treaties, protocols and conventions, (Maintain Regulatory Register)To develop and submit permits, environmental studies, investigations and reports in accordance with regulatory requirements in timely manner, avoid cost over runs, idle time, concession fines etcTo provide other documentation to implement for safe and quality cost efficient performance of the Drilling and Production of the Organization, with the goal of being recognized as Safety and Environmentally Conscious Company by the public, stakeholders and shareholdersTo review regulatory requirements in Mexico, including international treaties, protocols, conventions Mexico is signatory, etcTo develop documents in accordance with regulatory requirementsTo conduct
annual regulatory reviews of Mexican LegislationTo meet with Regulatory Agencies, Ministries etcTo ensure Documents developed for drilling and production operations are compliant with all relevant Regulatory RequirementsTo conduct Due Diligence audits of all acquisitions, facility purchases, leases, (dock space, warehouse, pipe yard etcTo ensure Waste Management systems documents are compliant and implementedTo ensure environmental Permitting is completed well in advance of project commencementTo develop and obtain approval of Environmental Impact Studies, attend public debates and meet with the public over the studies and scope of work and perceived impacts to the environmentTo obtain Regulatory Exemptions to reduce costs whenever possibleTo ensure Safety Management Systems are current, robust, compliant and implemented for the prevention of safety incidentsTo monitor/Audit Management System programs for continual improvement opportunitiesTo ensure personnel are trained and implementing HSE Management SystemTo maintain Behavioral Based Safety Programs as well as other similar programs to reduce risk of incidents and increase HSE awareness


Bachelor of Science, Masters of Science Degree Preferred Degree in Environmental Science, Safety or related discipline

Knowledge of Behavioral Based Safety, Root Cause Analysis, Stop, etc. programs

ISO 14001& 18000 Certification, ISM Certification is a plus

15 years relevant experience in the E&P business

Minimum 8 years relevant experience in Social Programs

Minimum 15 years of experience as an Environmental or HSE professional within the Oil & Gas sector

At least 15 years offshore drilling experience and 15 years onshore

Fluent in English, written and oral is essential

Fluent in Spanish, written and oral

Strong leadership skills

Demonstrated ability to lead project teams and help contribute to an environment that fosters innovation, continual improvement, and continual learning

Candidate must be able to undertake reasonable business travel

Work long hours at the office
